Ellen L. Baily, 91, passed away peacefully on April 4, 2016. She was the daughter of Ellis B. Baily, Sr. and Estelle S. Baily. She is survived by Debra B. Bouscher (Gene); grandson, Henry S. H. Bouscher; 4 siblings, Virginia B. Hiner (Stan), Ellis B. Baily, Jr. (Janice), Edwin C. Baily (deceased), Margaret B. Okeeffe. In lieu of flowers donations may be made to the Animal Rescue. Foster-Faulkner Funeral Home, Mathews, Virginia is in charge of the arrangements.
